Sainz would've been the big name in trouble but he jumps to fourth place behind Verstappen, Hamilton and Leclerc, so Gasly now needs to improve with six minutes to go.
The rain appears to be getting heavier, but it doesn't stop Latifi from going ninth to push Bottas out of the top 10.
Norris leaps up to second fastest which drops Tsunoda into the zone of no return, along with Ricciardo, Sainz, Latifi and Ocon.
Verstappen goes fastest with a 1m41.486s to go one second quicker than team-mate Perez.
It appears the rain has returned ever so slightly, as outright lap times are a few seconds off the best efforts from Q1. Zhou is fastest of the early runners.
"Big vibration on these tyres," Hamilton says on team radio as he heads out just ahead of team-mate Russell.
13 out of 15 drivers out on track at the start of this session - just the Mercedes pair waiting around briefly.
Latifi is parked at pitlane exit and ready for the start of Q2.
"Oh my God guys, why are we doing cooldown laps, I had no grip," Albon says when he's told he's out in Q1.
Out in Q1: P16 Albon, P17 Magnussen, P18 Vettel, P19 Schumacher, P20 Stroll.
That session was all about getting a clean and quick last lap at the right time. Vettel was the first to take the chequered flag so was powerless when others around him improved.
And that's your lot! Both Haas and Aston Martin cars are out in Q1! They are joined by Albon, as Latifi makes it into Q2 for the first time this season.
Ocon and Latifi the next to jump up the order, which puts Magnussen in trouble on his final lap.
Gasly jumps to eighth place as Vettel takes the chequered flag and is shuffled out in Q1.
Ricciardo is the next to improve, up to 13th, to see Magnussen drop down. It is last lap of Q1 time.
Tsunoda has also moved out of the danger zone which has pushed AlphaTauri team-mate Gasly into a place he won't want to be in 90 seconds.
Verstappen improves again with a 1m39.975s, going over half a second quicker than Leclerc. The safe money says they are both easily into Q2.
Now the rain has stopped there is a dry line quickly forming on the track. Vettel puts himself 10th which pushes Latifi into the drop zone.
With five minutes of Q1 to go, here's who is in trouble: Stroll, Vettel, Tsunoda, Ricciardo and Schumacher.
Verstappen goes fastest with a 1m40.452s, which is 1.2s quicker than Russell who briefly held top spot.
"Rain easing off, so that could be it for this session," Norris is told over team radio. Just eight minutes of said Q1 session left, so times will definitely improve until the end.
Sainz nips up to third fastest, but with the times improving with every lap this will chop and change all the way to the end of Q1.
Leclerc leads once again with a 1m43.028s - but focus will turn to those in the bottom five who will drop out in Q1. At the moment that is Latifi, Sainz, Vettel, Alonso and Ocon.
Verstappen and Leclerc are trading fastest lap times, while Vettel pits before completing his first timed effort, as both Alpines now head out for the first time.
Leclerc is the early pace setter with a 1m47.521s ahead of Hamilton, Russell, Sainz and Ricciardo. Bottas has had a spin at Vale but continued on.
First lap times coming up, with 18 drivers on their opening efforts.
"We do expect this rain to stop in this session, in the next eight minutes," Ricciardo is told over team radio. Maybe that's what Alpine is waiting for.
Only the Alpines haven't opted to head out early. They must have a different weather app to the rest of the teams.
All drivers heading out are on the intermediate tyres, but it looks properly wet. No DRS for this session.
A queue has formed at pitlane exit with the drivers trying to get out early for the best of the Q1 conditions. This is set to be a busy one, so strap in.
And Mercedes have looked in the hunt so far at Silverstone despite the porpoising problems that have blighted the team this year. But in the dry FP3, Verstappen and Red Bull looked on top.
Hamilton has been the king of British GP qualifying in recent years with four out of five poles and seven in total, but that's if you include last year when Verstappen started from top spot after winning the sprint. One for the statisticians to moan about.
The rain has arrived but given the massive, sprawling layout of Silverstone it is tough to know how wet and where at this stage. It looks like the best of the weather will be right at the start of qualifying, so expect lots of early action.
In between final practice and qualifying, the W Series race had a brief rain shower and the wet stuff is still circling Silverstone. Some might say the risk of rain is 100% for qualifying - what percentage of the track will get wet though is anyone's guess.
The old fashioned on again, off again fix has been applied and we are back up and running for full and uninterrupted coverage of qualifying for the F1 British GP.
First of all, an apology. Due to technical issues we weren't able to provide the usual coverage of final practice and we're very sorry about that.
