Starting from pole, Mir was in the front group throughout the entire race, and was a late leader.
The front-row starting trio of Mir, Binder and Bastianini quickly pulled a gap on the rest of the grid after the start, taking turns in leading.
However, the constant scrapping allowed first Fabio Quartararo and then several others to catch up with.
Following the opening couple of laps, Binder managed to stay in the lead for a longer period, recovering from being overtaken in the first half of the circuit by counter-attacking later on.
After eventually falling behind Quartararo, he retook the lead a lap later and, taking advantage of a four-way fight for second, he managed to stay there for most of the race.
However, he came under pressure as the final stages of the race kicked off, and after being passed by Leopard duo Mir and Quartararo, he ran slightly wide at Schlossgold and lost two further spots.
Mir held on to the lead for most of the race and, even though he was passed by Bastianini and Binder on the last lap, he fought back at Schlossgold to secure the win.
Binder finished second, extending his championship lead over the non-scoring Jorge Navarro - who crashed out at Remus with five laps remaining - and the absent Romano Fenati by 20 points.
Bastianini completed the podium, edging out Quartararo by 0.008s with Oettl settling for fifth.
Both Mahindra's Jorge Martin and Ajo KTM's Bo Bendsneyder took their best Moto3 results in sixth and seventh respectively.
Italian Fabio Di Giannantonio and Nicolo Bulega finished eighth and ninth as Livio Loi, sixth until the penultimate lap, completed the top 10.
