World of Outlaws Amends Rules, Racing Procedures ALLEN, TX (November 13) -- In the interest of safety and limiting costs, the Pennzoil World of Outlaws Series announced several rules and racing procedures changes Tuesday. The series will begin enforcing these rules at the 2002 season opener at Kings Speedway February 22nd. All connecting rods in a car's engine must be made of 100 percent steel. All cars must utilize either a drive line strap or a drive line hoop resistant made of .065 steel either welded or bolted to the chassis. Metal hoop restraints must have a positive reaction to magnetic testing. The series suggests the rear cross member be constructed of .083 steel, as it will be mandatory in 2003. The maximum width allowed for the opening at the top of the roll cage is 27 inches. The maximum width allowed in 2003 will be 26 inches. No bracing will be allowed in the center of the top cage opening that would prevent a driver from exiting through the opening or inhibit a safety/rescue crew's ability to extract the driver. The driver's right-side opening must be at least 12 inches vertically at any point and a minimum of 21 inches horizontally at any point. Fuel cells may not be altered or modified and must be one-piece construction of cross-link polyethylene plastic. Thirty-three gallon tanks are strongly suggested. Body panels or sheet metal may not extend behind a perpendicular vertical line drawn from the leading edge of the rear axle. No gurney lips or turnouts are allowed on any body panels. Any car not in or moving toward the push lane with all its crew members clear of the car after the designated number of laps (five or seven) will be penalized two starting positions. Any car pushed after the field has started assembling must start the race at the rear. Exceptions will be allowed for extenuating circumstances, such as a lack of sufficient push vehicles.
