(December 15, 1998) -- Veteran Penske Racing's Clive Howell is the new general manager of CART's winningest team. Howell has been with Penske for twenty years and was a chief mechanic during the 1980s on cars driven by Bobby Unser, Al Unser Sr. and Danny Sullivan. Howell replaces Chuck Sprague who is moving on to an as yet unspecified position elsewhere in the multi-faceted Penske Corporation.
After winning its 97th, 98th and 99th Champ car races with Paul Tracy in the spring of 1997, the Penske team did not win a race last year. Nor did the team win any races in 1996, the first time in twenty years that Champ car racing's most successful team did not win a race.
