The Israeli driver shot up to the lead after yet another poor start from poleman Matthieu Vaxiviere, who bogged down to fourth after Binder and Egor Orudzhev also moved ahead of the French driver.
Vaxiviere and Orudzhev would then battle for third place, the latter keeping position Vaxiviere dropped down the pack later in the race.
Up in the lead, Lotus’ Nissany's strong pace dismantled any threat from behind as he took victory from teammate Binder, by a massive margin of 17.091s.
Orudzhev settled for a distant third, making up for Saturday’s retirement, with Arden's Aurelien Panis finishing fourth on the road.
However, Panis was subsequently penalised for track limits infringements and dropped down to fifth, with Tom Dillmann promoted instead.
Vaxiviere eventually ended up seventh when Renault academy driver Louis Deletraz also moved ahead in the closing stages.
Vitor Baptista, who led the race before pitting, ended eighth, ahead of Yu Kanamaru ninth and Beitske Visser.
