Pastor Maldonado had contact with Sutil's Force India on the first lap which forced him to pit early for a new front wing which compromised his strategy.
Pastor Maldonado's qualifying was hindered by traffic in Q1 which meant that he just missed out on Q2.
It was the 44th pole of the newly-crowned champion’s career and his eighth of the season.
Pastor Maldonado: "It was a difficult session today, particularly trying to get the most out of the tyres."
Claire Williams hinted that "a number of announcements we will be making over the coming weeks"
The new line-up reflects Williams' determination to bring success back to the team.
Pastor Maldonado: "Overall the weekend has seen some positive steps forward which will give us a boost for the next race."
Both Williams drivers had a clean lap in Q1, with Pastor finishing fourth quickest, but both struggled with traffic on their final runs in Q2 which cost them time.
Valtteri Bottas: "...we saw some interesting results and noticeable differences in the way the car performed."
Williams team completed Friday's objectives.
Both drivers had a solid start and drove a good race with a lot of midfield battles taking place.
There is still work to do ahead of tomorrow for Williams team to improve overall pace and consistency.
Tropical Storm DANAS is currently heading towards Japan and is expected to skirt the coastline over the next few days.
Valtteri Bottas qualified 17th with Pastor Maldonado 18th for tomorrow's Korean Grand Prix.
